Fraunhofer MP3enc is the successor to l3enc. Based on the codebase of its sucessful predecessor, it offers higher quality and faster encoding, due to some improved routines.

Development stopped in late 1998 to favour development of a parallel branch FhG had been developing for some time, called Fastenc. While being much faster than MP3enc (slowenc), it offered similar quality and had unique features like VBR coding.

The MP3enc versions available for download here are demos, and the encoding is limited to 30 seconds.
