This is an MP3 encoder based on encoding libraries stolen from Fraunhofer. According to rumours, a software developer broke his NDA and distributed these libraries to some programmers. One of these programmers created a command line frontend for these libraries and called it fastencc.

This encoder has a famous nasty bug in stereo coding, so its usage is not recommended. It's worth mentioning that even though three versions are available here for download, all of them are based on the same libraries, therefore all of them have this bug.
